192.168.1.254 is IP address used by several router manufactureres as default address for the router itself. This address is mostly used by some 4Com OfficeConnect routers, Netopia Internet gateways and several brands of broadband modems. As a consequence 192.168.1.254 is likely to be set as default gateway on computers connected to the router. http://192.168.1.254 also usually contains web-interface that controls router's configuration. If you are unable to access this address it's likely that you have some kind of network configuration problem.

192.168.1.254 is Class C private IP address. Private IP addresses are reserved for private networks that are not part of Internet. Although most home networks are connected to internet, they are not part of it. Instead a network router acts as a gate and routes network data to appropriate computer on the home network. While this allows several computers to share single ISP connection the downside is that home computers are not directly reachable from the Internet (however given the number of viruses and trojans out there this can also be a good thing).
